A retaining wall costs about $18–45 per square foot of face in entry-grade segmental block, $30–65 in premium block, $25–50 in boulders and $10–85 in natural stone (national 2026); a typical 50-foot, 3-foot wall runs $4,000–12,000 in concrete block and $6,000–18,000 in natural stone. Why the South Fork needs them
South of Montauk Highway the land is flat outwash plain. North of it, and out at Montauk, the moraine, the ridge of glacial till the ice sheet left behind, gives Sag Harbor, Noyac, Northwest Woods and the Montauk hills their slopes, their boulders and their clay lenses. Driveways cut into those slopes, terraces stepped down to them, and pools set into them all need a wall to hold the ground, and the ground here holds water: near the bays and ponds the water table sits 2–8 feet below grade in many places.

We have found no clean standalone price for the drainage package (perforated pipe, gravel backfill, geogrid), which is why quotes for walls near the 4-foot line jump: engineering and geogrid are what you are paying for, and they are what keeps the wall vertical.
The 4-foot rule
Two thresholds, and they are not quite the same thing.
- Permit. In New York's residential code, a retaining wall not over 4 feet high, measured from the bottom of the footing to the top of the wall, is generally exempt from a building permit unless it supports a surcharge (a driveway, a slope, a structure above it) or impounds liquid. Over that, or with a surcharge, it needs a permit from the town or village.
- Engineering. Section R404.4: a wall retaining more than 48 inches of unbalanced fill, or any wall over 24 inches that resists lateral loads beyond the soil itself, must be designed by a registered design professional, with a 1.5 safety factor against sliding and overturning.
Stamped engineering drawings take 1–2 weeks on their own, and the permit follows the department's clock: the Village of East Hampton usually 2–4 weeks; the Town of East Hampton reported a 16–20 week backlog in 2026. Plan a tall wall in winter for a spring build.
Drainage is the wall
Water behind a retaining wall is the load that fails it. Every wall that holds soil wants a free-draining gravel zone behind it, a perforated pipe at the base daylighted downhill, and, above the code line, geogrid tied back into the slope in layers. In the moraine's clay lenses that is not optional, and near the bays the water table makes the base design an engineer's question rather than a mason's. A wall quoted without a drainage line item is a wall you will be rebuilding.
Materials
Segmental block is the economical, engineered choice and the one most tall walls are built from, faced in stone where it shows. Natural stone, dry-stacked or mortared, is the Hamptons look for anything under the code line. Boulder walls suit the moraine, where the boulders are already on site. Poured concrete is the comparison point: the same 50-by-3 wall runs $4,000–12,000 in concrete block against $6,000–18,000 in natural stone.
Wetlands and water
Walls near water are regulated as structures. Town of East Hampton: a 100-foot no-build setback from a wetland's upland edge and Natural Resources Special Permit review within 150 feet, which about three-quarters of the town's planning applications involve. Town of Southampton, Chapter 325: 125 feet for structures (reducible to 100 on already-developed lots where practicable), 100 feet for turf and fertilizer, 150 feet for sanitary systems. State tidal wetlands carry a 300-foot "adjacent area" under NYSDEC review. The ponds, Georgica, Mecox, Sagg, add the Town Trustees' jurisdiction on top; we have not found pond-specific numeric setbacks, so treat any wall near a pond as a permit conversation from day one.
Historic districts
The Sag Harbor review board's scope explicitly names retaining walls; a wall visible from a street or neighbor needs a Certificate of Appropriateness before the building permit issues. The Village of East Hampton's Design Review Board covers walls in its four historic districts.
Timeline
A 50-foot wall under 4 feet: 3–5 days of work. An engineered, permitted wall: 2–4 weeks or more once drawings, permit and inspections are sequenced. Mortar work stops below 40°F without heated materials; block and dry-stacked walls can go on in winter when the ground is not frozen.

Summer works but the villages restrict hours: East Hampton Village allows weekdays 8am–6pm and Saturdays noon–4pm from May 15 to September 15, no Sundays; Southampton Village weekdays 8am–6pm and Saturdays 9am–5pm, no Sundays (a Saturday ban was proposed in July 2026); Sag Harbor weekdays 8am–7pm and Saturdays 9am–5pm; Sagaponack 7am–7pm, no Sundays. Mortar work stops when the air or the stone drops below 40°F unless materials are heated and the work is protected for 24–48 hours, so mortared walls, repointing and chimneys are April-to-November jobs; dry-set patios and dry-stacked walls can go on in winter when the ground is not frozen. Permits set the real calendar: 2–4 weeks in East Hampton Village, a reported 16–20 weeks in the Town.
